Henan CDM Envir & Tech service centre(HACDM) is a company which focuses its business on collecting information on global greenhouse gases emissions projects (i.e. CDM), developing CDM projects and CDM registration. The Clean Development Mechanism (CDM) is one of the two project-based flexible mechanisms of the Kyoto Protocol. Our Centre is a pioneer in the carbon market and mainly focus on greenhouse gas emission reduction, managing the entire process from project initiation to carbon credit delivery. We broadly co-operated in technique with some institutions possessing high reputation.
The Centre at the same time committed to the global climate change issue tracking and research, actively engaged in activities of the greenhouse gas emissions publicity, universal and training, Service for the developer of various types of new energy sources to provide financing advice and programme design, to promote the optimization of China's energy structure and adjustment, the promotion of social development and the natural harmony.

In order to promote cooperation and implementation of Shandong CDM project, CDM Project Center of Shandong Province was setup on December 8, 2005, jointly sponsored by the Department Of Science and Technology of Shandong Province and the Research Center for Sustainable Development of Shandong Province. The CDM Project Center of Shandong Province is divided into technology department, project administration department, comprehensive department and office.
On the basis of current technology staff, the local expert team in CDM Project Center of Shandong Province is made up of mid-aged and young scholars from universities and research institutes in Shandong Province, covering the fields of energy, law, economy, environment, biology, chemical, etc. The team includes five doctors and four masters, who possess rich professional experience and have a good mastery of specialized knowledge. Besides, they are familiar with CDM implementing procedure. The CDM Project Center of Shandong Province hires CDM consultants and CDM project experts in and out Shandong province.
The main tasks are as follows：
1. Train and establish a CDM team with experts that both have CDM theoretical base and practical operation capability and are familiar with CDM project development rules and administration.
2.Train government functionaries, enterprise administrative staff, and personnel in research institutes, intermediary institutions and the media so that public realization on climate change and CDM can be strengthened．
3. Based on reality of Shandong Province．determine the important CDM development fields, settle project selective standard, survey and check the potential CDM projects in Shandong province, identify potential CDM projects and establish potential CDM project database, thus laying a foundation for cooperation of CDM projects with foreign countries．
4. Establish relations with institutions at home and abroad, carry out CDM promotion, write CDM training materials, assist the local in developing and administrating CDM project, and declare project.
5. Conduct research on CDM methodology, system, influence and countermeasures.
The CDM Project Center of Shandong Province has accomplished Sino-Canada CDM PDD and China-Japan CDM Building Capacity Project of Shandong province, which is a cooperation project between Chinese and Japanese governments. And the key goal of the project is to improve the local capability to implement United Nations Framework Convention on Climate Change and Kyoto Protocol (UNFCCC). CDM Project Center of Shandong Province is the unit in charge of the China-Japan CDM Building Capacity Project.
During the China-Japan CDM Building Capacity Project, one project kick-off meeting, three local training meetings have been held, almost five hundred copies of training materials have been printed, three hundred of administrative personnel, technology staff, local experts have been trained. Over one hundred pieces of CDM project information have been collected, 50 projects have been kept in reserve and 60 people have been sent to go site-visiting and project survey. The project involves the fields of wind power, the cement waste heat generation, straw and stalk generation, treatment and utilization of organic waste water methane in high concentration of Alcohol Company, and methane collection and utilization in animal farms. Up to now, the CDM Project Center of Shandong Province has developed 3 projects of cement waste heat generation, 2 projects of wind power and one project of straw and stalk generation.
